Boro made several attempts to land Ross McCormack from Championship rivals Leeds United during the summer transfer window, but were left frustrated in that particular chase.
Mowbray is, however, still hoping to bring added quality into the Riverside Stadium and will explore the option of landing players on short-term deals if the right opportunities present themselves.
He told the Gazette: "It's not ideal to fill your club full of loan players. I always prefer to sign footballers.
"The loan market is good if you get the right one who has the hunger and desire to just come and play football, who has probably been starved of football at the club he's at.
"We'll look. I think the centre-half position is something we need to continue to monitor. I have targets, but I also have two young players (Ben Gibson and Seb Hines) who are champing at the bit to play some football.
"Up front, we've looked at a different type of player. We have been searching for a footballer who gets into the box but also links the middle to the front.
"Ross McCormack didn't happen, but that type of player - half a midfield player, half a centre-forward, someone who lives off goals but also links up play - that search potentially continues. If not through the loan market, through the next window.
"You can't always do everything all at once, sometimes you have to be patient."
